Description: 

In agreement with the Ministry of Education, Science and Technology (MEST), the GIZ-CDBE programme supports the basic education sub-sector in the following 4 components:

 

 

1. Capacity Development in the MEST

2. Qualification of teachers through accredited teacher education and in-service training programmes (Mathematics and Natural Sciences)

3. Training and consultancy services for school directors and representatives of municipal education directorates (MED) on efficient management and school development

4. Non-Formal education and complementary measures to address early school leavers

Second part 2012:

 

Component 1

 

-       A Task Force comprising of representatives of MEST, MEDs and schools is in place

-       A Draft communication strategy for increasing communication and cooperation between MEST, MEDs and schools is developed (Nov 2012)

-       The Training Programme “Use of data in educational leadership” is developed (Nov 2012).

-       The Training Manual and the ToT for trainers are developed; 8 trainers are trained (Dec 2012)

-       The Training Programme “Use of data in educational leadership” is submitted to MEST for accreditation (Dec 2012).

o    The goal of the training programme “Use of data in educational leadership” is to train school directors or administrators responsible for documenting and reporting of school data’s. The training will last for three training days. The training will be provided in working groups with concrete assignments in 6 pilot municipalities. Participants will be trained in using data for improving the school situation, school quality areas, in data reporting to local community, MEDs and EMIS

 

Component 2

 

Teacher training in mathematics (grade 1-5 and 6-9):

-       3 training centers fully equipped and 5 others partially equipped for the implementation of teachers training programmes 

-       A training programme for mathematics grades 6-9 is accredited (Feb 2012)

-       A training programme for mathematics grades 1-5 is accredited (Feb  2012)

-       4 local training providers were contracted for the implementation of the teacher training programmes in math (2012)

-       51 trainers were trained to implement training programme for mathematics grades 1-5 and 6-9 (Feb/March 2012)

-       145 teachers (6-9) were trained in a 8 day training  course on mathematics (March – April 2012)

-       700 teachers (1-5) were trained in a 8 day training  course on mathematics (May – Nov 2012)

-       155  teachers (1-9) trained in a 3 day training  course on Kultur Kontakt training

Teacher training in natural science (grade 1-5 and 6-9):

-       A natural science training programme for grade 1-5 is developed (Dec 2012)

-       90  teachers (6-9) trained in a 10 day training  course on SEA

-       1 local training provider was contracted for the implementation of the SEA training programme (2012)

Component 3

 

-          The training package “Capacity Development in Education Management” is revised (Jan-Feb 2012)

-          The Training of Trainers (ToT) for revised programme, “Capacity Development in Education Management” is implemented: 20 trainers were trained of which 7 trainers are certified for the revised training programme (January 2012)

-          The Training for school directors, representatives of MED is delivered (Feb- Oct 2012)

-          Additional training  for school directors who have been trained in the first phase offering the revised parts of the training programme (March- July 2012)

-          118 school directors and MED staff were certified for the successful completion of the training programme (November 2012)

-          A competition for schools in drafting the school development plan (SDP) based on the quality criteria was organised: 97 schools from pilot municipalities have delivered the SDP and have been awarded (June-October 2012)

-          A training on “Community Learning” for mentor schools took place  (December 2012)

-          Continuous support for school directors in implementing the new knowledge in education management by the GIZ Help Desk advisor in MEST is provided (Jan- Dec 2012)

 

 

Component 4

-       The training programme “Dealing with school refusal and dropouts – A practise-oriented manual” is accredited by MEST (2012).

-       A four-day training for Prevention Team Leaders (PTLs) based on the above mentioned training programme and based on the Administrative Instruction No. 19/2012 on 04.10.2012 was realized, where 23 teachers were trained (August 2012)

-       182 participants (teachers, school principal, school administrator, parents) have been trained in a two-day training (in general 12 training days in 6 pilot municipalities were realized); (end August 2012 until end September 2012).

 

First part 2012:

-          Baseline study on the training needs of education management staff and subject teachers in mathematics and natural sciences conducted

-          Kosovo Curriculum Revision Process supported, with continuous support for the math and natural science learning area working groups

-          Identification and equipment of training  centres/rooms

-          80 school directors trained in school management and school budget/finance

-          Study on the satisfaction of parents, students and teachers with the school administration conducted

-      Baseline study on the number of school dropouts in the pilot municipalities conducted

-          Evaluation of the EMIS (Education Management Information System) and its present collection, processing and analysis of educational data
