The rule of law is essential for Kosovo’s stability, security, and economic development. Without improvements in the rule of law, progress in other areas, such as democratization, good governance, minority engagement, sustainable economic development, foreign investment, and the integration of Kosovo into Euro-Atlantic and regional institutions, will remain limited. For this reason, strengthening the rule of law is one of Mission Pristina’s top policy and assistance priorities.
Although there has been an international presence in Kosovo for the past ten years that has invested in rule of law programming, there are still areas of basic need. The goal for U.S. rule of law programs has been and must remain: 1) to provide access to justice; 2) to develop respect for justice; and, 3) to create demand for justice. The desired outcome is a law enforcement and judicial system that:
· Consists of independent, transparent and capable law enforcement and judicial institutions that are accessible to the public;
· Applies basic laws and procedures as well as investigates, prosecutes and sentences criminals in a manner that makes clear that all are subject to and must respect the law;
· Responds to demands from and is held accountable by an informed and empowered public for the rule of law.
