The advisor will provide technical assistance to the general director (GD) of the KP in management and leadership, coordinate efforts with the two EULEX advisors assigned to the deputy general directors, and liaise with other ICITAP advisors in the MOIA. The advisor provides technical assistance on the financial aspects of investigating organized crime and corruption in complex cases and coordinates with the U.S. Department of Treasury advisor in standing up a Financial Investigative Unit. Training and assistance in identifying victims of trafficking, implementing the National Referral Mechanism, coordinating NGO and government of Kosovo assistance to victims of trafficking, and investigating cases to prepare for prosecution have been the priority in this project area. The advisor will provide technical assistance to both police and prosecutors in investigations that lead to adjudications and convictions, including task force development. Provide technical assistance and equipment to the Border Police, and provide technical assistance to the Department for Citizenship and Migration (DCAM). ICITAP advises the center’s director and assists with logistics and coordination of training programs. The advisor also assists with human resource development—specifically, in KP promotional procedures and standardization of human resource procedures.
